The "Second China-Mongolia Seminar on Fiscal and Financial Policy Planning and Reform" was successfully conducted in Wuhan and Beijing from October 22nd to 26th, 2023. This event encompassed a range of activities, including the opening ceremony, special lectures, visits to educational institutions and enterprises, and a symposium. Its primary objective was to center on the central theme of "Fiscal and Financial Policy Planning and Reform in China-Mongolia," facilitating discussions on the direction of cooperation between the two countries in areas such as economic development, scientific and technological innovation, talent development, and furthering the collaborative endeavors related to the "One Belt, One Road" initiative and Mongolia's "Steppe Road" development strategy.

The opening ceremony took place on the morning of October 22nd at the School of Journalism and Information Communication at Huazhong University of Science and Technology (HUST). The distinguished attendees included Mrs. Mandkhai, Secretary General of the Women's Association of the Social Democratic Party of Mongolia; Mrs. Baasandorj, Advisor to the Minister of Labor and Social Security of Mongolia; Dr. Chen Jie, Director of the Office of International Affairs at HUST; Prof. Zhang Jianhua, Dean of the School of Economics (SOE); Mr. Dai Zejian, Secretary of the Party Committee of the SOE; Prof. Zhang Mingxin, Dean of the School of Journalism and Information Communication; Prof. Zhong Xiwei, Director of the Center for Mongolian Studies, as well as Mongolian international students, faculty members, and other students. Prof. Zhong Xiwei presided over the opening ceremony.

At the outset, the participants were treated to an English introduction video of HUST. This video provided the Mongolian delegation with insights into the university's academic programs, talent development initiatives, scientific and technological advancements, and global partnerships.

Dr. Chen Jie, representing the school, extended a warm welcome to MANDKHAI and the delegation. Dr. Chen introduced the university's overall development, with a particular focus on its international collaborations and exchanges. He expressed the hope that this occasion would pave the way for enhanced exchanges and cooperation between the two parties in areas such as academic research, student exchanges, and more.

Prof. Zhang Jianhua highlighted the SOE's steadfast commitment to researching China-Mongolia cooperation. He emphasized that through ongoing dialogues and discussions, both sides have achieved remarkable outcomes in areas such as economic development, academic research, and personnel training.

Mrs. Bulgantuya Khurelbaatar, a Member of Parliament and the Minister of Labor and Social Security of Mongolia, delivered her address to the conference via video. She underscored the enduring and amicable partnership between China and Mongolia and expressed her anticipation of an upcoming visit to China in November.

Mrs. Mandkhai expressed her gratitude for the invitation and the warm reception from HUST on this occasion. She emphasized that this event would foster profound exchanges between China and Mongolia across various domains. She also noted the particular significance of learning from China's economic recovery experience post-COVID-19, which holds valuable insights for Mongolia.

Mandkhai presented Mongolian paintings and traditional calligraphy on behalf of the Women's Association of the Social Democratic Party of Mongolia.

Between October 22nd and 24th, the Mongolian delegation received special lectures from distinguished faculty members. Prof. Li Weidong from the School of Journalism and Information Communication, Prof. Chen Bin, Head of the Economics Department and Assistant Dean of SOE, and Prof. Zhong Xiwei, Director of the Center for Mongolian Studies, delivered insightful presentations. The topics covered included "New Changes in China's Digital Communication System," "Digital Transformation of China's Economy," and "Evolution of China's Foreign Trade Policy and Trade Development."

In addition to attending lectures and seminars, the Mongolian delegation had the opportunity to explore various landmarks within HUST. They visited the History Hall of HUST, the History Hall of the SOE, and other notable locations on the campus. These visits were conducted under the guidance and accompaniment of representatives from the School of Economics.

On the 26th, the Mongolian delegation paid a visit to the Beijing Leyard Group, and they were honored to have Jiang Hong, Deputy Director of the Training Center (Propaganda Center) of the National Development and Reform Commission of the People's Republic of China, join the activity. The delegation's itinerary commenced with a tour of Leyard's National Culture and Science and Technology Integration Demonstration Base, where they gained comprehensive insights into Leyard's array of independently researched and manufactured visual effect science and technology products.

During the discussion session, Jiang Hong provided an overview of the functions of the Training Center (Propaganda Center) of the National Development and Reform Commission of the People's Republic of China. He highlighted the center's role in conducting training, disseminating information, and facilitating knowledge transfer related to China's major initiatives. He expressed a strong desire for close collaboration and cooperation in the future.

The event was hosted by the Training Center (Propaganda Center) of the National Development and Reform Commission of the People's Republic of China and was organized by the School of Economics at HUST and Leyard Group. This five-day event brought together representatives from both China and Mongolia with a dedicated focus on the pivotal theme of international collaboration within the framework of the "One Belt, One Road" initiative. Participants engaged in comprehensive discussions covering economic development, scientific and technological innovation, talent development, and more. Together, they explored future opportunities for international cooperation, with the aim of advancing the China-Mongolia Comprehensive Strategic Partnership to a higher level.
